A variety of Phyllostachys aureosulcata.  It has bright yellow culms with green stripes alternating on each side of the internodes.  It only gets about half the size of the species but is also very cold hardy.  One of my favorite bamboos.  The canes keep their bright yellow color as they age.  Makes a great screen.
